CITY OF SAN FERNANDO -- After inching up a bit the past three months this year, the quarry collections from the Provincial Government’s flagship Biyaya a Luluguran at Sisikapan (Balas) slumped anew last April as a decrease of P2,043,000 versus collections in March was posted.
Since January, a gradual increase in collections has been noted as fees collected that month inched to P15,060,000 from December 2008’s P14,295,000.
In February, P16,755,000 in collections was recorded before moving up to P18,000,000 in March.
But last month, collections dipped to P15,975,000.
Comparatively, collections in April last year was P21,510,000, posting a loss difference of P5,535,000 in the same period this year.
Overall on a year-to-year basis, a whopping P50,510,000 would have to be collected to reach the 2008 benchmark of P196,155,000.
Last year, the accomplishment won for the Capitol a Galing Pook Award for which it was particularly cited for increasing quarry fee collections.
Capitol officials said the sudden dip of collections was brought about by the sudden advent of the rainy season which grounded operations of major quarry sites to a halt.
However, a source at the Provincial Board (PB) who refused to be identified told Sun.Star Pampanga that the short rains in April could not be blamed for the decrease. The source said: “They keep on blaming the rains. Before, it was the SCTex (Subic-Clark-Tarlac Expressway) construction and the Bamban-Mabalacat dispute. Now its seasonality and weather they are pointing out with the shortage in quarry collections.”
The source said the PB feels the continuous plunge in collections is largely due to mismanagement.
“There is fast transition and turnover of quarry checkers. They have admitted the occurrence of anomalies in checkpoints. And up to now, they have not submitted the time and motion study requested by Vice-Governor Yeng Guiao so something can really be effectively done to address the plunging collections. It’s purely a question of management,” the source said.
About 195 quarry checkers and supervisors, divided into three clusters are manning close to 52 checkpoints and monitoring teams all over the province.
Governor Eddie Panlilio, since January, has been requesting the PB for additional funding of about P65 million for the program, but the PB allocated only about P24 million and did not approve any capital outlay pending justification of the request.
Panlilio and Provincial Administrator Vivian Dabu had since pointed out that Balas has been operating on a zero budget, with numerous back accounts like the lease on several checkpoints that have to be paid.
They said it was very essential that funding for the program be approved to enhance its operations.(Sunstar Pampanga)
