| CITY HOLDS CONFERENCE ON GOV’T MANAGEMENT |

ANGELES CITY -- The City Planning and Development Office (CPDO) here, in coordination with the Department of Interior and Local Government (DILG), recently conducted the Local Government Performance Management System (LGPMS) Utilization Conference with a theme “Let’s Start Creating a Better Future Today” at Shanghai Restaurant.
City Administrator Mark Allen Sison led the welcoming of the guests and participants coming from different government offices and sectors of the society, which include the academe, cooperatives, urban poor and civil society groups.
“This conference is aimed in assessing the state of performance, productivity and development of the local government unit and taking necessary action in making sure every aspect of governance particularly the delivery of basic services will be given attention and priority,” Sison said.
Meanwhile, City Director Myrvi Apostol-Favia of DILG presented the overview aspect of the management report of the city.
He said the State of Local Government Report (SLGR) is the primary tool for communicating LGPMS results.
It provides the general picture of the administrative capacities, productivity and development condition of the locality, as well as the action points and commitments made by the LGU, specific government offices and Civil Society Organizations and People’s Organizations in dealing with development concerns to improve public service delivery.
Moreover, Romeo Manlapaz, OIC-CPDO gave a power point presentation of the data collected, analyzed and validated by the Technical Working Group which produced the SLGR. The Performance Area is based on Performance Index and Adjectival Equivalent (1 being very low with 5 being very high).
Based on the report, Angeles City obtained an Overall Performance Area Index of 4.60 equivalent to High. In the Area of Governance the City got 4.25 (High), Administration 4.68 (High), Social Services 4.65 (High), Economic Development 4.61 (High) and Environmental Management 4.83 (High).
In comparison with the year 2007, this profile year’s report notched higher ratings. The advance earned is attributed to actions and strategies implemented to address gaps in the various performance areas that were identified in 2007.
In the service area of Participation 100 percent of local government projects funded out of the 20 percent components of the Internal Revenue Allotment in 2008 were implemented in partnership with local civil society organizations (non-government organizations or people’s organizations) and/or public sector organizations. The percentage in 2007 was 80 percent.
In the service area of Development Planning, all 10 elements or indicators of an effective Local Development Council were present in 2008. Only eight elements were present in 2007. The city also benefited from a Comprehensive Development Plan in 2008. No such plan existed in 2007.
